  Initiatives towards Effective Implementation of Sections 4 & 6 of The Cigarettes and other Tobacco Products Act (COTPA) 2003” in West and Dhalai District of Tripura

Introduction:
Tobacco is considered as the primary cause of preventable death and disease across the globe and its use is growing fastest in low and middle-income countries. Globally tobacco - related illness kill 5.4 million people a year. If current pattern persist, smoking will kill more than 8 million a year by 2030, of which nearly 80 percent will occur in low and middle income countries. In India, one million people die every year due to tobacco- related illness.
Considering the fact cited above, Government of India emphasized on enforcement of laws to create tobacco smoke free environment to protect the people from second hand smoking. To comply with this VHAT as the state partner of The International Union Against Tuberculosis and Lung Disease (The Union), New Delhi has been working in two NTCP District i,e; West and Dhalai Tripura for effective implementation of Sections 4 & 6 of “The Cigarettes and other Tobacco Products Act (COTPA) 2003” to protect the people from second hand smoking.

To achieve the goal the following activities were performed:
1. Advocacy with the government: For effective implementation VHAT is doing advocacy with the State and District Tobacco Control Cell and seeking their active support

2. District level workshop: VHAT in collaboration with the State Tobacco Control Cell, District Tobacco Control Cell and District Administration of West and Dhalai District of Tripura organized two district level workshops in the financial year of 2012-13.

3. State level workshop: VHAT also conducted two (2) state level workshops at Ambassa, Dhalai and Agartala, West Tripura as a part of the COTPA implementation initiative.


   
 

Future plan:
n State level advocacy meeting with the officials of the different line departments for implementation of Section 4 & 6 of COTPA
n More awareness gemeration in masses indifferent parts of the state.
n Support State Nodal agency for implementation of Section 4 & 6 of COTPA
n Capacity building of the members of the Steering Committee / State and District Tobacco Control Cell.
n Preparation, or Procurement and distribution of COTPA signage.

Constraints:
l The law enforcement is very low in the state due to lack of political will.
l The tobacco control is not the priority area for many of the lined departments.
l Challan to the violators of Section 4 & 6 of COTPA by the designated authority yet to be started.
l Awareness of the community and lined department is still lacking.
