  Comprehensive Community Based Rehabilitation of PWDs in Rupaichari Block of South Tripura District
.  
 

This project was initiated in the year 2009 with support from Caritas India through CBR Forum, Bangalore aiming for community based rehabilitation and inclusion of all persons with disabilities in the project area. Out of 26 panchayats in Rupaichari block, 20 panchayats were covered under this project. Last year was the phase II of the project.

The Activities and Achievements :
The number and category of the PWDs so far identified and brought under the service of the project is as below :-

The services provided :
Area: Health
100 PWDs attended health awareness camp. 3 MI & 8 Epilepsy patient got treatment and they got medicine as per doctor’s advice. The parents of Children with Disabilities (CWDs) assisting CBR workers duruing home based intervention (CP-10, VI-13, HI-24, MR-18) 23 PWDs received Aids & Appliances (wheel chair-7, white cane-4,crutch-6, hearing aids-4, tri cycle-2) 46 PWDs received PWD certificate in last year. (LD-26, VI-7, HI-7, LV-4, MR-1, CP-1) Vitamin A doses given to 227 children of 0-5 age group as preventive measure for night blindness. Anti-healminth Medicine (Albendazole) given to 198 children of 2-5 age group (the Vitamin A & Albendazole were donated by the Vitamin Angle Organization to VHAT) 43 PWD Families were provided good drinking water facility through the War for Water Project of VHAT by constructing the Ring well & Rain water harvesting tank.

Area: Education
Workshop on inclusive education with the school authorities. Follow up of CWDs going to school. Providing Home Based Intervention support to CWDs in Basic education. CWDs continuing their schooling in Govt. schools. 18 CWDs are receiving education support through Home Based Intervention. 31 school teachers & 1 school Inspector attended the workshop on inclusive education. The parents of CWDs motivating and are sending their child to school. The Teacher and education authorities sensitized and provide service to CWDs. The CWDs are included in main stream of education.

Area: Livelihood
10 motivation meetings conducted with the PRIs for inclusion of PWD in NREGA. Total 204 PWDs included in NREGA.l Networking with PRIs to ensure 100 days work. Motivating the Government departments for financial assistance for IGP and 3% reservation for the PWDs. Financial support to active DPOs to started IGA. PWD members of DPOs are interested to start economic activities. Local Govt. department and PRI sensitized to provide all kinds of support to the PWDs. SHG started finical transaction with the bank.

Area: Advocacy, Empowerment and self governance
Targeted PWDs attended in the meeting. DPOs are able to identify issues related to PWDs and they have taken step for solving the issues through PRIs. The departments are sensitized and they have agreed to solve the issues. DPOs are more confident to claim their rights. Total 34 DPOs (village level) were formed in project area. 8 DPOs opened bank account, Each DPO member is saving Rs. 30/-in every month.

Problems faced in implementing the programme.

To arrange for certification for PWDs. To provide aids and appliances. To get the BPL cards for PWDs. To be involve in MGNREGA. Lack of trained teachers in the schools.   Community Based Rehabilitation in West Tripura District
   
 

This project was supported by CBM SARON, Bangalore Along with VHAT Eye Hospital project.

Objective:
Rehabilitation through full social integration of individuals who have disabilities by some impairments to reach their optimal level of independent functioning in the community with rights and dignity.

Targeted Activities :
Community Awareness through meetings
Medical cases findings & intervention
Formation of Disabled People’s Organizations (DPOs) / Self Help Groups (SHGs) of People with Disabilities (PWDs).
Age Specific Services to the PWDs.
Providing aids and appliances.
Block level advocacy meetings.
Preventive measures to reduce disabilities by Vitamin A distribution and community meetings to take better care of the pregnant women and balance diet to pregnant mothers and infants.

Result achieved :
The lessons learned (from these achievements, successes and difficulties):
The DPOs of the PWDs in the project can influence policy makers to ensure the rights of the PWDs
Involvement of the policy makers and proper implementation of the PWDs Act has to be ensured
Extension of support by the CBM to ensure the proper rehabilitation of the PWDs and ensure project sustainability.
